1. Dune Walkovers
Homeowner, Alan Wilde has been working on the dune walkover repairs. One of the engineering companies he has been in discussions with has completed an assessment which shows the walkovers relative to the 4.5 ft elevation line. The line is overlaid in black on the Google Earth pictures.


Alan has submitted the following report.
Dune Walkover Project Update
Discussions have taken place with several engineers and contractors regarding the dune walkovers and our current understandings are:
· Dune walkover repair will require that a Beach Construction Permit be obtained from the City of Galveston.
· Feedback obtained so far indicates that the walkovers can largely be repaired in place versus conducting a wholesale demolition and rebuild project.
· We probably will not have to move the seaward terminating points of the dune walkovers inland. Most of the walkovers (8 of 9) appear to lie inland of the post Ike line (4.5’ elevation) that is being used to limit the seaward boundary of structures.
· The damage to our dunes may impact our ease of getting a permit. The City of Galveston has a general philosophy that walkovers are not needed if dunes don’t exist. Therefore, we will likely have to either demonstrate the existence of sufficient vegetation and/or dunes to justify a walkover or provide a plan to restore the vegetation and/or dunes.
Project update
· Four sources for engineering services have been identified and two finalists are under consideration. Information from the last finalist is due Tuesday December 23rd. At that time the Board should have sufficient information to select an engineer.
· Several potential contractors have been identified and at least two have conducted site visits.
· Our current estimate is that an engineering assessment and permitting will cost less than $20,000 (approximately $40 per home owner). This cost could increase if the assessment indicates that repair drawings are needed for the contractor or additional deliverables are required for permitting (e.g., dune reconstruction drawings).
· Once a contractor is selected, we will ask for a scoping (+/- 20% accuracy) estimate for providing an ADA (American’s with Disabilities Act) compliant ramp for the walkover at the Beach Club.
· There is a natural tradeoff between time, cost, and risk on this project. A low risk, financially conservative approach is being undertaken by the Board given financial concerns expressed by the homeowners.
· Project timing is unclear at this point. It would be beneficial to have at least three dune walkovers repaired before Spring Break. Expediting the project would require doing tasks in parallel, for example, collecting some funding from homeowners before the final cost of repair is known. For example, asking for $100,000 in initial funding ($200 per homeowner) now instead of waiting to request funding after all contractor bids are returned.

2. Landscaping
Much of the dead landscaping at Pointe West has been cleared. Areas around villas and few cottages still remain. The electrical work that supplies power to the irrigation system and the fountains is set to be completed soon. The controls on both the irrigation and fountains will be tested to see if any additional repairs are needed.
Homeowner, Joel Chess has been contacting landscaping companies for additional bids on replacement and maintenance. He met and walked the property with at least one company earlier in December and will be meeting with others in early January. Target date for receiving all bids is mid to end January.

4. General Post Ike Work:
The developer, Terramessa, has agreed to pay for the replacement of street signs throughout Pointe West. The signs are expected to arrive by the end of December and installation to begin sometime in January.
